The state Duma Committee on information policy, information technologies and communications supported the draft law on partial decriminalization of article 282 of the Criminal code.
In early October Putin submitted to the state Duma two bills: amendments to article 282 (inciting hatred or enmity) and Article. In Cao appears 20.31 article “inciting hatred or hostility, and humiliation of human dignity”.
Reason for excitement will be the same actions that, according to the article 282 of the criminal code, but with the caveat that these actions “do not contain penal act”. These include publications that humiliate human dignity on grounds of gender, race, nationality, language, origin, attitude to religion.
The violator faces a fine of up to 20,000 rubles, or arrest for 15 days, or compulsory work.
The second bill concerns the same article 282 of the criminal code. To prosecute it will be possible only after a person is already attracted to the same administrative responsibility within one year. Sanctions article remain the same: fines of up to RUB 500,000, imprisonment for a term of two to five years.
As reported TASS, the state Duma Committee on information technologies approved the amendment, but in a positive conclusion on the bill stated: “the Differentiation of responsibility for acts of an extremist nature, depending on the social danger of such actions will contribute to achieving the objectives of administrative punishment – to prevent the Commission of new offences both by the offender and other persons”.
Deputies believe that the bill will contribute to promote the fair consideration of cases for reposts.
